Actively dealing with plastic pollution is related to the health of the people and the construction of ecological civilization and high-quality development in China. In order to implement the decisions and arrangements of the CPC Central Committee and the State Council, further strengthen the control of plastic pollution, and establish and improve the long-term management mechanism of plastic products, the following opinions are put forward with the consent of the State Council

I. General requirements

By 2022, the consumption of disposable plastic products will be significantly reduced, alternative products will be promoted, and the proportion of plastic waste recycling and energy utilization will be significantly increased; In the fields with prominent plastic pollution problems and emerging fields such as e-commerce, express delivery and takeout, a number of plastic reduction and green logistics models that can be replicated and promoted have been formed. By 2025, the management system for the production, circulation, consumption, recycling and disposal of plastic products will be basically established to reduce the unnecessary destruction of other parts caused by blunt blade; Regularly check whether the belt has basically formed a relaxation control system, further improve the development and application level of alternative products, significantly reduce the amount of plastic waste landfilling in key cities, and effectively control plastic pollution

II. Prohibit and restrict the production, sale and use of some plastic products

It is forbidden to produce and sell ultra-thin plastic shopping bags with a thickness of less than 0.025 mm and polyethylene agricultural mulch films with a thickness of less than 0.01 mm. It is forbidden to use medical waste as raw material to manufacture plastic products. The import of waste plastics is completely prohibited. By the end of 2020, the production and sale of disposable foamed plastic tableware and disposable plastic cotton swabs will be prohibited; It is forbidden to produce daily chemical products containing plastic beads. By the end of 2022, the sale of daily chemical products containing plastic beads will be prohibited

(V) prohibited and restricted plastic products

1. Non degradable plastic bags. By the end of 2020, shopping malls, supermarkets, pharmacies, bookstores and other venues in the built-up areas of municipalities directly under the central government, provincial capitals and cities specifically designated in the state plan, as well as catering packaging and takeout services and various exhibition activities, are prohibited from using non degradable plastic bags, and the use of non degradable plastic bags is standardized and restricted in the market; By the end of 2022, the scope of implementation will be extended to all urban built-up areas above the prefecture level and county built-up areas in coastal areas. By the end of 2025, non degradable plastic bags will be banned from the market markets in the above regions. Encourage places where conditions permit to stop using non degradable plastic bags in places such as urban-rural fringe, towns and rural markets

2. Disposable plastic tableware. By the end of 2020, non degradable disposable plastic straws will be banned in the catering industry nationwide; Non degradable disposable plastic tableware is forbidden to be used in catering services in built-up areas and scenic spots in cities above the prefecture level. By the end of 2022, the use of non degradable disposable plastic tableware will be prohibited in the catering services in the built-up areas and scenic spots of the county. By 2025, the consumption intensity of non degradable disposable plastic tableware in the catering takeout field in cities above the prefecture level will be reduced by 30%

3. Disposable plastic articles for hotels. By the end of 2022, star rated hotels, hotels and other places across the country will no longer actively provide disposable plastic products, but can provide relevant services by setting up self-service purchase machines and providing rechargeable detergent; By the end of 2025, the implementation scope will be extended to all hotels, hotels and B & B

4. Express plastic packaging. By the end of 2022, postal express delivery points in Beijing, Shanghai, Jiangsu, Zhejiang, Fujian, Guangdong and other provinces and cities will first prohibit the use of non degradable plastic packaging bags, disposable plastic woven bags, etc. to reduce the use of non degradable plastic tape. By the end of 2025, non degradable plastic packaging bags, plastic tapes, disposable plastic woven bags, etc. will be banned from postal express delivery points across the country

III. promote and apply alternative products and models

In shopping malls, supermarkets, pharmacies, bookstores and other places, promote the use of non plastic products such as environmental protection cloth bags, paper bags and degradable shopping bags, and encourage the installation of self-service and intelligent delivery devices to facilitate people's lives. Promote the use of biodegradable packaging films (bags) for fresh products. Establish a centralized purchase and sale system for shopping bags in the market. Promote the use of bio based products such as straw covered lunch boxes and degradable plastic bags that meet the performance and food safety requirements in the field of catering takeaway. In key film covered areas, degradable mulching film will be popularized on a large scale in combination with agronomic measures

(VII) cultivate and optimize new business forms and new models. Strengthen enterprise green management and promote green supply chain. E-commerce, takeout and other platform enterprises should strengthen the management of settled merchants, formulate alternative implementation plans for the reduction of disposable plastic products, and publish the implementation status to the society. Focusing on chain supermarkets, large fairs, logistics warehousing, e-commerce express delivery, etc., we will promote enterprises to actively promote recyclable and foldable packaging products and logistics distribution appliances through equipment leasing, financial leasing, etc. Encourage enterprises to adopt equity cooperation, joint capital injection and other ways to build a recyclable packaging cross platform operation system. Encourage enterprises to use integrated packaging of commodities and logistics, and establish a recycling system for recyclable logistics distribution equipment

(VIII) increase the supply of green products. Plastic products manufacturers shall strictly implement relevant laws and regulations, produce plastic products that meet relevant standards, and shall not illegally add chemical additives harmful to human body and the environment. Promote green design and improve the safety and recycling performance of plastic products. Actively adopt new green environmental protection functional materials, increase the use of recycled plastics that meet the quality control standards and use control requirements, strengthen the research and development of recyclable, recyclable and degradable alternative materials and products, reduce application costs, and effectively increase the supply of green products

IV. standardize the recycling and disposal of plastic waste

Promote multi-party cooperation among e-commerce takeout platforms, environmental sanitation departments, recycling enterprises, etc., and put recycling facilities such as express packaging and takeout lunch boxes in key areas. Establish and improve the recycling system of waste agricultural film; Regulate the recycling and disposal of waste fishing gear

(x) promote the utilization of resources and energy. Promote the standardization, centralization and industrialization of plastic waste resource utilization, and relevant projects should gather in parks such as resource recycling bases to improve the level of plastic waste resource utilization. For plastic wastes with high sorting costs and unsuitable for resource utilization, energy utilization should be promoted, and the operation management of enterprises such as waste incineration and power generation should be strengthened to ensure the stable discharge of various pollutants up to the standard, and the direct landfill volume of plastic wastes should be greatly reduced

(XI) carry out special cleaning of plastic waste. We will speed up the investigation and rectification of informal stacking sites and dumping sites of domestic waste, and focus on solving the problem of plastic pollution caused by the random dumping and stacking of domestic waste in the urban-rural fringe, environmentally sensitive areas, along roads and rivers, pits, ponds and ditches. We will clean up plastic waste in rivers, lakes and harbors and clean beaches. We will promote the clean-up and rectification of residual film on farmland and plastic packaging of pesticides and fertilizers, and gradually reduce the amount of residual film on farmland

v. improve the support and guarantee system

(XII) establish and improve laws, regulations and standards. Promote the revision of relevant laws and regulations, and incorporate the prevention and control of plastic pollution into the requirements of relevant laws and regulations. Timely update and release the prohibition catalogue of plastic products. Formulate green design guidelines for plastic products. Improve the quality control standards of recycled plastics and standardize the use of recycled plastics. Prepare and revise the standard identification of degradable materials and products. Establish and improve green management and evaluation standards for enterprises in emerging fields such as e-commerce, express delivery and takeout. Study the grading evaluation of packaging suitability for commodities with prominent packaging problems, and put forward differentiated management measures. Incorporate the control requirements of disposable plastic products into the evaluation and rating standards of tourist attractions, star rated hotels and hotels. Improve the relevant standards of environmental protection for the recycling and energy utilization of plastic waste. Explore and establish the production and sales information disclosure system of plastic raw materials and finished products. We will explore the implementation of the enterprise legal person's promise of keeping promise and punishment for breach of promise, and include the illegal production, sales, use of plastic products and other behaviors in the record of breach of promise

(XIII) improve relevant support policies. Increase support for key projects such as green packaging R & D and production, green logistics and distribution system construction, and professional and intelligent recycling facilities. We will implement relevant fiscal and tax policies and intensify government procurement of green products that meet standards. Carry out pilot demonstrations such as the construction of new green supply chain, the promotion of new products and new models, and the recycling of waste agricultural film. All localities should support the launching of computer systems of professional recycling facilities through Jinan assaying controller to eliminate the management obstacles of facilities entering residential communities, subway stations, stations, office buildings and other public places. All localities are encouraged to adopt economic means to promote the reduction and replacement of disposable plastic products. Public institutions should take the lead in stopping the use of non degradable disposable plastic products

Strengthen the research on the pollution mechanism, monitoring, prevention and control technology and policies of plastic waste and micro plastics in rivers, lakes and seas, and carry out ecological environment
